What does SEER measure?

SEER compares seasonal cooling output in BTUs with the electrical energy used in watt-hours under standardized conditions.

Why is this only an estimate?

Actual energy use depends on climate, load, equipment sizing, duct condition, thermostat settings, maintenance, humidity, building envelope, and operating behavior.

Does a higher SEER always produce the calculated savings?

Not necessarily. The calculation assumes the same cooling load and runtime. Real equipment performance and installation quality can change the result.
